Unable to start correctly (0Xc000007b)' when launching Lightroom - suggested help isn't working

Hello,

I have huge problem installing Lightroom and getting it run. We've tried every step suggested here: https://helpx.adobe.com/lightroom/kb/lightroom-launch-error-0xc00007b.html, everything was done on freshly installed Windows and still nothing has changed. Is it necessary to have MS C++ 2015 and 2017 to run Lightroom 6.10+?

Firstly I could run the Lightroom, but after update (necessary to use .NEF files) it stopped working and steps mentioned above were done. It's shame that such an expensive software is incredibbly hard to start running. Could anyone help? Thanks!

System: Windows 8.1

2015 yes, the most common error with an adobe program triggering that windows error is a missing or corrupted c++ version.

Thank you for your advice. This was one of the problems, the bigger one was with Windows Updates - it refused to install the packages and didn't offer additional updates. The solution was to completely turn off Windows updates.
