Photoshop CC 2017 "Download Error" and Freezes When Starting New Project

I tried to reinstall Photoshop because it would freeze when I would create a new project. Absolutely nothing would happen, no crashes, it would stay frozen forever. Couldn't click anything. Had to close the application with Task Manager. When I I tried reinstalling it, "Download Error" kept showing up. Apparently it is Exit Code 116. Can somebody help me find out why it freezes when I create a new project, and why there is a download error when installing?
