Can you have two different security settings on a single document?

Using Adobe Acrobat DC, can a single form have two or more security settings?  

I have an interactive form that needs to be filled in by sales and sent to customers to be checked and signed.  I need the top part secured before the form is sent to the customers to complete.

Once I create the form in Adobe Acrobat DC, will the sales team have the capabilities of making changes using Reader before sending the form to the customers to complete and return?
