LR CC Tab 'Don't Import Suspected Duplicates' doesn't work

Can anyone explain why the tab 'Don't Import Suspected Duplicates' makes no difference whether it is checked or not. Or, am I missing something.

Would appreciate learning whether it actually works or not. I remember earlier non CC versions where it did function.

Please refer this forum thread "Don't import suspected duplicates" doesn't appear to work for large catalogs  where the same issue is discussed.
