Adobe DC Standard

This is a new problem. Until two weeks ago, I did not have this problem.
I cannot edit a scanned page. I receive this error message: "Acrobat has detected that this page doesn't have editable text. If it is a scanned page, convert it to another format using the Export PDF tool."
Have tried on 3 different computers.
Have tried 2 different versions of DC: Acrobat DC Standard and Pro.
Have tried scans from 2 different machines: Konica Minolta copier and Futjitsu ScanSnap ix500.
I CAN edit a PDF created by our ordering system.
I have tried running Adobe's OCR recognition both during and after scanning, same error message.
I have tried exporting the file to Word and the result is worthless - doesn't look anything like original.
Ideas, please? I feel like I'm missing something obvious.
What output style are you using when OCR-ing the scan? Try using Editable Text and Images in Acrobat Pro DC.
You should now be able to edit the text in the PDF file.
