Have subscription Adobe Cloud, amm apps. Have often problems opening Prem Pro, now I can't even open After Effects. Reinstall it again, doesn't open; This is error message. I'm very pleased that i can not contact adobe directly. How do i do that ?? Chat is not open, they say... Txs Adobe

What happens when you click on Ok (in that error window)?
Seems to be an issue with the Preferences, have you tried the suggestion of Kglad?
You can try these steps: close all of the Adobe processes from the Task Manager and go to the following locations:
Location 1: C:\Users\<Username>\AppData\Roaming\Adobe
Location 2: C:\Users\<Username>\Documents\Adobe
In all the locations, rename the 'Adobe' folders to 'OldAdobe'
Launch After Effects, accept the License Agreement and see if it works.
Note: You will lose your customized workspaces and keyboard shortcuts.
