Adobe Connect will not play a recorded meeting. Keeps looping , and then the website will have an error. I performed the test and all show good , even after restarting my machine after installing the add-on. This is in IE not Chrome.
It sounds like the recording may need to get repaired. Have you reached out to the person/group that provided the recording link?
