Photoshop CC changes timeline frame rate after saving and closing

I have to create a bunch of animated GIFs with 4fps. The animation requires a frame to frame adjustment.

When I save, close and open the PSD file, the timeline frame rate is set back to 30fps even though it was saved with 4fps, which results in several frames missing.

That means I would need to go again over the process to adjust the frames for each layer every time I open a file, which is insanely tedious when you have to do that with 10 files that have 20 layers each.

Is there a way that the PSD file saves the frame rate for an animation?

      Kind Regards,
