White background

When I open in PS 2017 File, New and ask for a white background I get RGB 255,255,255 and CMYK 2,0,0,0%. in the info panel. Printing white leaves a faint cyan coating of ink. How do I specify no ink  on paper in white areas? I've been doing PS for 16 years and usually can find a workaround but no more. Thank you.
