Photoshop won't open save as / open Dialog

Basically title.

Im running the newest version of photoshop CC on a brand new laptop and 50% of the times I can't save my files because the dialog box is not appearing, a short flicker when i click "save as", that's all. Same for "open" files.

Laptop is an HP Zbook G4 (i7 7th gen / 8 GB RAM / 256 GB SSD / Nvidia quadro M1200M) with windows 10.

Does anyone know how to fix this?

What have you done for trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
