Adobe recently shut down the CS3 activation server.
You need to obtain a non-activation version and new serial number.
I've done that but when I went to install the 'new' version of CS3 I got an error. There's a pop up that says "Installer Alert" but the rest is blank. And the "Adobe Photoshop CS3 Installer: Initializing" box stays on the screen too.
CS3 and Acrobat 8 activation server is retired see reply #1 https://forums.adobe.com/thread/2372929
-you MUST use the special serial number AND the special installer you download, not your originals
-above includes a link to get the special version AND links to help with activation problems

You do, of course, need to be using a compatible operating system
Mac El Capitan and later are not really compatible
CS6 and earlier programs have not been tested and will not be updated for Mac El Capitan or later operating systems
-which means that you try to use CS6 and earlier at YOUR risk of having problems due to Apple updates
-Apple did not maintain backward compatibility with old programs in El Capitan or Sierra

I did uninstall. When I go back to Utilities > Adobe Installers the folder is empty.
