On Windows Photoshop (latest) forces itself into foreground multiple time while loading.
I ask, propose that it:
load much faster, worth to wait
simply remains in background when unfocussed after launch
The loading time of PS completely depends on your system and how windows accessing the program.
For example, i have an SSD that only has my Adobe programs saved to it and even with multiple other programs open, Photoshop will load in about 20-30 seconds.
Let's be honest, it's not the end of the world waiting for photoshop to open - I'd much rather there develop time be used fixing or improving other aspects of the software.

I don't really care about loading time - as once PS is there, it runs fine along with many other apps.
As suggested by 'simply', it should stay in background. As with all long loading apps I start them and finish other tasks or preparations. Which I can't do with PS.
