Unfortunately, this doesn't work. I'm using Windows 10
You will need to convert your MP4 file to an SCR file. Search online for conversion software
Then copy the SCR file to C:\Windows\System32
Then in Windows open System Settings>Personalisation>Lock Screen>Screensaver settings and add it from the drop down list

A screen saver is basically an app, not a graphic. It has full powers and could carry malware. So it is subject to all the security protections that may block apps. Talk to your administrators, there is every possibility that they block screen savers by default. I know I would.
Here is how to apply screensaver in Windows 10
Just follow these steps to apply a cool screensaver in your windows 10 pc. You can easily find the screensaver control panel via search Box of taskbar.
Once you click on the change screensaver icon, screen saver control panel will open up.
Here you can choose different screensaver settings such as –
- 3D text
- Ribbons etc.
In this screen you can choose the wait time. The wait time is the time after which your pc goes to sleep mode and start showing screen saver.
