Highlighter will only outline text

Could someone please let me know how to fix the highlighting tool when it only outlines the text in yellow.  I have tried uninstalling and reinstalling which works for a little while and then it suddenly reverts to highlighting text in an yellow outline again.

Sorry for the delay in response.

Is this happening with all the files? This may be an issue with a scanned document.

Try to download a non-scanned PDF file from internet and try to highlight. Check if the issue is reproducible. 

Please let us know if that helps. Or if you have already found a resolution/workaround to this query, please reply to third with your findings that will help.
