Select and mask not showing

Photoshop CC 2017, Windows 10 64 bit

The select and mask option at the top of the screen is not displaying at the top of my screen. I can ad a layer mask, right click and invoke select and mask that way, but the selection tool will not display unless I hold the alt-key down. What can I do to get the select and mask option to show at the top of the screen?

To have it show in the options bar, you'll need to have a tool selected that can make a selection like the Rectangular Marquee, Elliptical Marquee, Quick Selection, Magic Wand, Lasso, or Polygonal Lasso.

Hi. Your suggestion did not work for me regardless of what selection tool I chose and note worthy the refine mask option for these tools are grey  I also looked under select> select masks and no such option is available and again refine edge is grey in that drop down as well.  I have the photoshop cc that I pay for monthly. Any suggests would be greatly appreciated. Thx
