This worked for me in Windows XP Pro (if you have another OS, it might be different):
Navigate to C:\Documents and Settings\All Users\Application Data\Adobe\Flex\ - (Application Data is normally a hidden folder)
Open license.properties - back it up somewhere, just in case
If you see the number for a trial or previous version,
Enter the license number as a continuous string of digits without the hyphens. Save the file

thanks for your response. The serial number appears to be in order, is there anything else that might cause this issue?
What I said above is the only thing I know to do. When I had the problem, I phoned Adobe Customer Service and they gave me that solution in a couple of minutes. You might try calling them - 888-649-2990, Monday-Friday
They don't charge for calls about serial numbers.
