Quite likely Filter > Liquify or Edit > Puppet Warp (both as Smart Filters naturally) offer sufficient options for this task of yours.

Terri Stevens Sep 20, 2017 5:01 AM (in response to BookPub)2 people found this helpfulAs Christoph said the best approach would be via 'Puppet Warp' followed by the 'Liquify ' filter. I have only ever used these tools on continuous tone images, ie photographs and so cannot vouch that they will work equally well on a watercolor as they are quite different beasts, but below is a video from Aaron Nace that describes how to subtly change a body using the two tools mentioned, which may give you some idea of what is possible.
