Move Clip Issue

I have a problem where whenever I move a clip within a sequence it defaults to the track below the cursor.  So to move the clip over on the same track, I literally have to select the clip then hover above it to move it. It also displays this icon which makes me think that it is not a glitch but a deliberate setting.  It makes editing very frustrating.  Any help would be appreciated.
