I cut out an image in Photoshop using the Select and Mask option but I forgot to check sample all layers. Is there a way for me to save the mask I made and add it to the image? Thank you.

Yes, you can. To move a Layer Mask from one layer to another, click-and-drag the mask to another layer. To copy a layer mask to another layer, press-and-hold Alt (Mac: Option), then click-and-drag it to any other layer.
Sample all layers is optional though when creating a mask. It's generally associated with using any of these tools: Mixer Brush, Magic Wand, Smudge, Blur, Sharpen, Paint Bucket, Clone Stamp, and Healing Brush.
