Execute Illustrator as an invisible application

From the Scripting Guide Documentation page 22.  It mentions executing the VBScript code Set appRef = CreateObject("Adobe.Illustrator") will launch an invisible application.  However, when running that code specifically the illustrator GUI shows.  Is there a way for Illustrator to run in headless mode when executing a VB Script?  Our VB script is hosted inside a windows service which doesn't allow GUIs.  We're testing the code on a Windows x64 box with Illustrator 2017.
