Setting margins in template

Hi all,

I set margins in my .css file, which is attached to all my topics, but they don't stay with the file. Should I be doing this elsewhere? I can't imagine setting each page separately. Can anyone offer help on setting margins to affect ALL pages in my file. This would be for online and print.

it's flucco again.... meant to say .htt (template) file is where I tried to set the margins first. When that didn't work, I tried the .css.
