Slices of image misaligned when zoomed and scrolling in Photoshop

Just recently when I zoom in on an image in Photoshop and scroll it looks like a print put through a paper shredder and several strips have been pulled out of alignment, as soon as I click on any tools it goes back to normal but if I scroll it happens again but only when zoomed which is really annoying when cutting things out As being zoomed and scrolling is necessar. Anyone got any ideas can't seem to find my way to a human from Adobe to discuss this with but I suppose that's the plan.

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?

What have you done for trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
