Can you source files on BC but not make them downloadable?

I am using the Google Maps API and sourcing KML files. Client has asked that I not have them accessible to the public. Can you source files with BC and not allow someone to download them via a browser? If not in BC, is there another way to restrict downloads besides Secure Zones? Or can I source a file in a secure zone and not have someone download it? Any suggestions or nudges in the right direction would be greatly appreciated.

Not really as that would put them in the wrapper and thus not be actual files you need for the workings of the map rendering.
