Strange behavior after upgrade photoshop cc to 2017 version

I'm pretty new here. Recently I've upgrade my photoshop cc from 2015.5 to 2017, then it keeps showing below notification as the screenshot

Does anyone know how to get rid of this ?

Could you please let us know what happens if you click on "No, keep app Preferences"?
