Necklace is breathing

Hello animators, i put a necklace on my puppet and i give my puppet a breath behavior, but now the chest is breathing, but also the necklace is breathing like a clock. How can i separate the necklace from the breathing? And how can i fix the necklace to the shoulder of my puppet? Because when my puppet move, the necklace is not moving very nice with the torso. i know i can remove the crown and remove independence, but i also want to put dangle tool to the necklace. add your necklace to the timeline (?puppet, ?neck, ?something else) that makes the most sense, given your setup.
