Layering from loaded photos not working! - Duplicate post Locked

I just loaded the latest version of photoshop cc using windows.  I would load two photos in the program, drag one over the other and it would automatically add a layer.  Now I can't do that.  I'm using the move tool, I have reset the preferences, unlocked the photos and it still won't add a layer when I drag one of the loaded photos and drop it over the other tab(it's highlights white too as if it's going to work). I also un-select auto select per the forums.

I'm not sure what else to do.  I have uploaded a picture in my other post.
