Is it possible to load any language pack to Adobe Creative Cloud. Or you can choose only with languages which are given in preferences of Adobe Creative Cloud (but there isn't my language.).

It is possible than to download language pack for adobe photoshop. Or you can download only via adobe creative cloudlanguages which are in preferences
i don't know of a language pack for any cloud versions, but i'll move this in case some one has better info re: photoshop.

The only language packs are the ones supplied by Adobe accessible via the Creative Cloud Desktop App Language Preferences.
There are no third party packs. If your language is not there, place a request here: Photoshop Family Customer Community
