As per the description above, you are not getting the Send and Track/Document Cloud PSD services, Is that correct?
The record shows that you have a perpetual license of Adobe Acrobat Pro DC, and the perpetual licenses do not have the Document Cloud services. This is the reason you are not getting the Send and Track service.

I've worked out how to achieve what I wanted to do with my perpetual licensed desktop version of Acrobat Pro DC now.
Under 'Prepare Form' you can add a signature field. You can then use the 'Distribute' option which has the facility to track documents once you've sent them out via email.
This allows me to do what I wanted without paying for a monthly subscription after having already paid for the software.
