Hello there,
I've been looking everywhere online for a tool to create something like the following:

As it's done here, I want the tooltip elements not to change location when the dimensions of the page change.
Can I possibly do that with muse or do I need to use something else? maybe another adobe software?
I could go into writing the css myself but that's effort and time that I don't have.

For me it looks like a "normal" scroll motion effect to the"side" instead of "up and down".
And the tooltip is placed and scrolls the same speed as the image (in your example the cable), while the background scrolls with another speed.
If this doesn`t work, give us a small example after you have watched these tutorials:

you can make a div that sits in the middle with Muse but that site would be something I use Dreamweaver to do

this bit sits in the middle can be done in Muse
but the actual tool runs on css (can also be done in Muse) Dreamweaver is the better way to make such a tool

I'm not talking about that thing that shows up in the middle.
I'm talking about the information tooltip here below:
if i manually resize the browser, the background becomes smaller and the information tooltip is still floating on that cord:
