I have tried resetting the preferences and it didn't help.!
Please reinstall Photoshop CC 2017 via creative cloud desktop app and check if that helps.
Also, change the permission for the Adobe folders.
I (or my customer) have already tried to reinstall Photoshop CC2017.
Yesteday I found the solution for my customers problem.
My customers OS was OSX 10.10.X and I found this:
The latest versions of Ps and ACR dropped support for macOS 10.10. The minimum supported macOS version is now 10.11.
If it's possible for you to update to 10.11 or higher, that would be worth a try to see if it solves your problem. Alternatively, you could try downgrading your ACR version to 9.12.1, which DID support 10.10. If you want to go that route, you can download the Mac installer for 9.12.1 here:
After updating the OSX the problem with opening JPG files are fixed.
But according my customer Photoshop is now running slow, so I have to look into that.
