Sending via "Send and Track" 10 to 15 tries, from 2 different PC's, on 2 different networks, and using both "Create Link" and "Send Personalized Invitations", when the upload is complete, receive the error "One or more files could not be uploaded. Please try again."

Is this happening with all the files? Were you uploading the files via Reader or Acrobat?
Also, you may try to use this service via browser https://cloud.acrobat.com/send and let us know if that makes any difference.
You may also refer to Troubleshooting Create PDF, Export PDF, Adobe Send, Fill & Sign … services(PDFPack or Document Cloud Services).
