I also had a problem launching my favored plug-in Nik Silver Effects. Moved the plug-in file from PS2017 to PS2018, but still couldn't get it. Then I moved my Google folder from 2017 plug-in to 2018, and everything is back to normal. So if you're having trouble try this. Hope it helps.
