In my ”Plans and Products“ it does say Lightroom Cc Mobile. Does that qualify as fully processed?
Does it show a plan expiry date e.g. in 2018?

I can't understand the issue with Lightroom, is the real problem that you are seeing jpeg instead of raw files?
Do you shoot raw+jpeg or raw only?
How did they get downloaded and where are the files?
Can you post a screen shot of what you are seeing please??
