Photoshop not showing dialogs properly when desktop zoom is more than 100%

Description: Photoshop does not adjust properly to desktop zoom.

Version : Photoshop 2018

OS: Windows 10

Device: Surface pro 4

Steps:

1. Miminize all open application, right click on desktop and choose 'Display Settings'

2. Set the 'Change the Size of text, apps, and other items' under 'Scale and Layout' to anything other than 100%

3. Open Photoshop, the home screen, Export dialog everything does not scale proplery.

Note: This issue does not exist in the Lightroom.
