I have been trying to share files from my laptop with Photoshop Sketch on my IPad. I have uploaded them to Creative Cloud and installed Creative Cloud on the iPad but can find no way for Sketch to open an external file. Any suggestions?

It sounds like you've done everything right; you just haven't found the right path for importing. Here's how to get to it:
1. When you open a new Sketch artboard, you'll see a Background Layer opposite the toolset.
2. Tap the + just above it to open a pop-up menu with the choices Sketch Layer and Image Layer.
3. Tap Image Layer
4. Then choose from where you'd like to import the image (On my iPad, Take a Photo, My CC Files, From Market, From [Adobe] Stock, Paste Image).

Thanks for this explanation. I have another question. Here's my situation. I create something in Sketch on my iPad then export it (with layers) to Photoshop on my iMac. I make changes in Photoshop and save them. Is there a way to send the layered file back to Sketch on my iPad? As it is, I'm only able to reimport a flat image file into Sketch.

Sorry, taking editable files back-and-forth between desktop and mobile is not yet possible in either of the drawing apps.
