you cannot outside the authoring tool - however you can create a movieclip that is the size of the stage, placed at the lowest level and change it's color dynamically using the ColorTransform class. using AS2, with a clip (instance name 'bg') on the stage at the lowest level filled with 'white', it would go something like this:

The stage is only there for you to see your movie against in authoring, when
you turn it into a swf, the stage is transparent. So setting it's color
doesn't make sense outside the IDE. If you want a solid background, you just
need to stick in a rectangle movieClip as clbeech said.
