As for the SCORM API you can read all about it here: http://www.adlnet.gov/scorm/
What kind of information are you intending to store in your "database"?
If you need the SCORM functionality you could download one of the free SCORM capable LMS' and use them to deploy your courses. I never used any of them but as far as I figure Moodle is the biggest one. Personally I like the layout of Efront - http://www.efrontlearning.com/ - and that is definetly SCORM capable.
You could also try and use Philips "hack" here http://pipwerks.com/journal/2008/09/07/send-captivate-quiz-data-to-javascript/ to send the quiz data to JavaScript and then on to some form of database. -
