Sounds like the Tooltips.
What version of photoshop and operating system are you using?
You should be able to turn the tool tips off in the Photoshop Preferences (mac) or Edit>Preferences (windows) either under Interface or Tools
uncheck Show Tooltips
Then restart photoshop
