indesign CC v13 can't find in CC

I have the cc but encounter cannot open the indesign CC v13 file this morning, mine is still v12 something and no update found, why the creative cloud does not have a most latest version to update ?

Version 13 requires OSX 11.11 (El Capitan) at a minimum.
