Have you searched the forum for High Sierra 10.13.1 problems? To see if other have this problem 10.13.1 the problem may be Mac related.

I also have a Mid 2012 Macbook Pro running High Sierra 10.13.1 and Photoshop CC 2018. Also another MBP using 10.12.6
The reason you cannot use the Export function is that there is something wrong with CC 2018. CC 2017 will export GIF in both Macbooks, so I think CC 2018 has a bug. It has nothing to do with OSX.
The Legacy "Save for Web" will create GIFs for export, but it will not accept 32 bit images.
Thanks JJ. I have both Macbooks here, so at least I can try to see what is going on. Later on I will bring this up in the Photoshop Family Customer Community where the Product Managers can look into this.
When it come to Photoshop on a Mac I can only guess as I do not had good access to a Mac. My son has his own house and its and hour away. When My Windows Photoshop is working where a Mac user is having a problem I don't have I tend to jump too quickly on Adobe and Apple Mac software. I know High Serrial is Apple lates OSX and quite new.
Photoshop Export code is not perfect one windows there are some problems in export. Normally I do not use export when I can use other feature like Save As etc.
