Is there a way to change my photoshop settings to allow anyone to alter an image I make?

I made a 2 x 5 foot poster and saved it as a jpg. I sent it to a printer and they didn't have permission to open it. I tried to change the properties of the file afterward for them, but they still could not open the file. Is there a way to change my Photoshop settings to allow everyone to open the jpgs I make?

Creative Cloud file sharing allows people to view a read-only version of your file.  Under Advanced options you can set permissions for them to download the file or add comments.
