I would like to know how to create an image like this: 17 ~ Headless Woman by LucyRosewood on DeviantArt

I took a photo to try and recreate a similar effect, but could not find any resources on doing so.

looks like a mask to me... if you look then you can still see some of the outline so I assume it was a rush job or the effect is wanted
