Why can't I change my country

Hi, I'm trying to re-subscribe to creative cloud and finding it impossible, my card and paypal get rejected on account of Adobe still thinking I live in Germany. I moved from there years ago, and it's in a greyed out choice box when I go to enter my credit card details.

Can anyone help me with this? How do I change my location to my current place of residence? (Sweden)

It says to contact Adobe if I can't change my country, which I can't. But I keep being made to wait in the chat and the moment an attendant reaches me I'm distracted for a minute, and miss them, leading them to terminate the chat. Guess I'll just keep trying.
