Can you open Photoshop, and go Help > System Info > Copy and paste to this thread please? But you could also make absolutely sure that your video card driver is up to date. This is especially true after a clean Windows install, as you likely now have generic Microsoft GPU drivers. You need to go to the card makers site, and download and install the driver for Windows 10. If you are not clear about this, paste system info and we'll try and help
You are probably 100% right. I am going to find and install the drivers unique to this PC. If that doesn't work, I'll paste in the results. Thank you for your help and I'll be in touch soon.
That was it. Installed the drivers for the graphics card, and everything is great now. Thanks for the fast and correct advice.
