Below are the suggested actions for this problem. We did number one. Didn't help. We can't do number two because those exes don't exist on our computer. We get errors for MSVCP140, and VCRUNTIME140. We have installed Microsoft Visual C++ 2017 Redistributable (x86) - 14.10.25008 and it makes no difference. What now?
Upgrade to the latest version of the Creative Cloud desktop application.
You are prompted to update when you relaunch the Creative Cloud app for desktop. If you do not relaunch the app, you get an update notification in 24 hours. Click Update to download and install the latest version, and then relaunch the app.

Reinstall the files by running the vcredist_x64.exe files from the following locations. Use Windows Explorer to navigate to the following locations on your computer.
Run the vcredist_x64.exe at the following locations resolve this issue:
\Program Files (x86)\Adobe\Adobe Creative Cloud\CoreSync\customhook\vcredist_x64.exe
\Program Files (x86)\Adobe\Adobe Creative Cloud\CoreSyncV1\customhook\vcredist_x64.exe
