Use a "MetaData" tag to expose your event to the compiler. See the docs for examples.
For dispatching the event in an AS3 component, try the following. The click event is simply to show you the idea. The event generated through user interaction (or programmatically) could be anything.
This should work (this is simplified, of course):

The issue is that I want the event 'selChange' to show up as available in the MXML tag much like 'creationComplete' ...
