If you have a mac and you are using Phonegap CLI, in your project you will have a platforms/ios folder. That folder have a native Xcode project. Double click the projectName.xcworspace file and it will open Xcode. Using Xcode you can run your app in a big set of iOS device simulators.

Ah, I thought you meant iOS device.
Then, no, you can't test without an iOS device or a mac.
There are emulators like ripple that show how the app look like, but it's mostly a chrome window with the device size, so it won't look different from how it looks like in your Android devices.
Nowadays there are testing farms where you upload your app and it's tested in real devices, maybe any of them allow remote access so you can control the device and see the current screen. Take a look to appthwack, AWS Device Farm, testdroid, bitbar, etc.
