Adobe Photoshop- Presets

after installing Photoshop CC, I do not have basic presets. How can I get to them? Can they download somewhere?

Which CC version have you installed and which preset are you missing.  In CC 2018 Adobe made many changes regarding brushes and brush resets and brush tool presets.  Photoshop's Device Preview feature was also removed.  What are you trying to show with the part of the screen capture you posted? I see a layers palett and the properties palette and some popup  you failed to state what you did to get that popup.
