I have had this problem since downloading Premiere Pro CC 2018 recently.
I can import any clip from my files (mostly .mp4 and .mov files) and I match up settings with the project and sequence but when I try to play the video in the program, it is incredibly choppy/laggy or it just freezes. However, the audio plays fine.
I don't think this is a problem with storage or disk speed as I have plenty of RAM and the latest gpu for my laptop (Windows 8 PC).
I have tried looking at many other forums from people with similar issues, but nothing seems to work for me.
I've tried making proxies/changing the file type/rendering the video etc. but no significant changes on the playback.
Here are the properties on the file I'm trying to edit:

You don't' have enough RAM. It doesn't even meet the minimum requirements:
Adobe Premiere Pro System Requirements
Also, your processor is not at all adequate for Premiere Pro.

That is why Jim is recommending the use of proxies.

You want at ;east 32 GB Ram for that.
Even then, you may need to use proxies.

Still need to use proxy if upgrade to 32Gb? Why is that, may i know?
My Processor? Gpu? or there is no way to edit 4k without proxy?

In Premiere Pro? No. Create Cineform proxies for all H.264 media.
