What OS are you using. I use Windows and Window's feature can be use to move and size windows that are off screen. You can move them onto screen and resize them. I would think MAC OS would also have features like windows OS has.

for Windows, there are actually a lot of possible solutions. On Mac, the best solution is to change your Screen Resolution to one being lower than your actual Resolution and change it back to your desired one.
Since my original post, I figured out a solution that worked. I clicked the green button twice at the top left of the PS window which expanded and then resized and shrunk the window and I was then able to grab the corner and move the window fully into my view. I am using a Mac. Thanks for your wiliness to help me out!
